Thank you for writing such a fabolous suggestion!

I think the first part about the elements is really good but I really don't like the idea of fusion elements for some reason. I think it would be cooler using fire and water instead of mixing them up. Of course they could balance the fusion elements to the standard ones but then they'd have like 10 elements to balance.

To be honest I don't think your hand seal suggestion fits into a fast paced style of combat. It would take really long to do jutsus and it'd be boring since it is so unforgiving if you happen to push the wrong button.
